Ministry of Coal to Launch 14th Round of Commercial Coal Mine Auctions and Digital Portals — CLAMP and Koyla Shakti
Ministry introduces Underground Coal Gasification and launches two major digital initiatives to boost transparency and efficiency in the coal sector

The Ministry of Coal is set to launch the 14th Round of Commercial Coal Mine Auctions on October 29, 2025, in New Delhi. The event will be inaugurated by Union Minister of Coal and Mines, G. Kishan Reddy, marking another major step in advancing transparency, competition, and self-reliance in India’s coal sector.
Initiated in 2020 under the leadership of Prime Minister Narendra Modi, the commercial coal auction framework has transformed the sector by fostering open competition, attracting private participation, and strengthening the country’s energy security. The 14th round will continue this momentum, offering a new set of fully and partially explored coal blocks to investors under liberalized terms to promote ease of doing business and reduce import dependence.
Underground Coal Gasification (UCG) Introduced for the First Time
In a landmark move, the Ministry is introducing provisions for Underground Coal Gasification (UCG) in the auction framework. This innovation aims to unlock deep-seated, unmineable coal reserves, reduce reliance on imported gas and crude oil, and spur investment and technological advancement.
Launch of Two Digital Platforms: CLAMP and Koyla Shakti
In alignment with the Digital India mission, the Ministry will also unveil two major digital initiatives during the event:
1. CLAMP Portal (Coal Land Acquisition, Management and Payment):
A unified digital system to streamline land acquisition, compensation, and R&R processes across the coal sector. The platform serves as a centralized repository for land records, ensuring real-time data monitoring, transparency, and faster coordination among coal PSUs.
2. Koyla Shakti Dashboard:
A cutting-edge digital dashboard integrating the entire coal value chain from mine to market. It enables real-time coordination between coal companies, railways, ports, and end users, supporting data-driven decision-making, efficient logistics, and improved supply chain management.
