Uttarakhand Gears Up For Greener Future With Draft EV Policy 2025: Focus On Incentives And Ecosystem Development

Chief Secretary Pushes for Robust EV Ecosystem in Uttarakhand with Enhanced Subsidies

The draft of the Uttarakhand Electric Vehicle (Manufacturing and Purchasing Policy – 2025 was presented during a high-level meeting chaired by Chief Secretary Anand Bardhan at the Secretariat Auditorium. The meeting, attended by top officials from the Transport Department and other concerned departments, deliberated in detail on various dimensions of the policy aimed at building a robust electric vehicle (EV) ecosystem in the state.

Chief Secretary Anand Bardhan emphasized the importance of the EV policy in transforming Uttarakhand into a green transport state, in line with Prime Minister Narendra Modi’s 2030 target for nationwide electric mobility. He directed officials to incorporate stronger incentives for all stakeholders—including EV manufacturers, consumers, fleet operators, and charging infrastructure providers—to ensure the policy’s impact is both widespread and effective.

“We must turn the concept of Uttarakhand Green Transport into a practical reality. The policy should offer compelling benefits to encourage faster adoption and manufacturing of EVs in the state,” he stated.

To address implementation challenges, the Chief Secretary also called for the inclusion of a fast, responsive monitoring mechanism within the policy to promptly resolve any bottlenecks or administrative delays during the policy rollout.

During the presentation, Secretary Vinay Shankar Pandey of the Transport Department highlighted that the draft policy includes a comprehensive incentive framework covering all stakeholders.

Provisions include:

  • Capital subsidy
  • Interest subsidy
  • Stamp duty rebate
  • Land concessions
  • Incentives linked to carbon credit benefits
  • Support for R&D activities

The policy also envisions category-wise incentives for two-wheelers, three-wheelers, four-wheelers, and e-buses, as well as for the setup of charging stations across the state.

Secretary Pandey also shared the broader national context, noting that India has approximately 34 crore registered vehicles, of which over 61.65 lakh are electric vehicles. In Uttarakhand, the total number of vehicles stands at 42,15,496, with 84,614 registered as electric vehicles.

The meeting was attended by Principal Secretary R. Meenakshi Sundaram, Secretary Vinay Shankar Pandey, Dr. R. Rajesh Kumar, S. N. Pandey, and other senior officials involved in the policy’s formulation.

The draft policy marks a significant step toward creating an EV-friendly environment in the hill state, promising to make Uttarakhand a model for sustainable and clean mobility in India.
