Bihar Chief Secretary Directs Immediate Action to Fill Nearly 50,000 Vacant Government Posts Across Departments

In a major push towards strengthening administrative efficiency and ensuring effective delivery of government services, Chief Secretary Amrit Lal Meena held a high-level review meeting with nodal officers of 10 key state departments at the Chief Secretariat auditorium on Monday. The meeting focused on expediting the recruitment process for 49,591 vacant posts across various departments.

During the session, department-wise presentations revealed substantial vacancies, particularly in departments like Panchayati Raj, Rural Development, Agriculture, Water Resources, and Food & Consumer Protection. Of these, 14,968 posts have already been referred to the concerned recruitment commissions under the ongoing Saat Nishchay-2 initiative.

Department-wise Vacancies Highlighted:

  • Panchayati Raj Department: 16,496 posts
  • Rural Development Department: 14,667 posts
  • Agriculture Department: 7,543 posts
  • Water Resources Department: 6,931 posts
  • Minor Water Resources Department: 6,645 posts
  • Food and Consumer Protection Department: 4,988 posts
  • Animal and Fisheries Resources Department: 3,606 posts
  • Cooperative Department: 1,477 posts
  • Environment, Forest and Climate Change Department: 1,466 posts
  • Sugarcane Industry Department: 740 posts

The Chief Secretary instructed all concerned departments to expedite recruitment processes and fill the vacant posts without delay.

Energy Audit Mandated to Curb Excessive Power Usage

In another key directive, Mr. Meena emphasized the importance of energy efficiency in government establishments. All departments have been instructed to conduct energy audits to identify and curb excessive power consumption. The Chief Secretary stressed the adoption of energy-saving measures such as:

  • Increased use of LED lighting (which consumes up to 80% less energy),
  • Efficient management of heating and cooling systems, and
  • Implementation of energy-saving protocols in schools and hospitals.

Accountability and Governance Measures

To ensure accountability, Chief Secretary Meena directed that strict departmental action be taken against non-performing or erring officers. He asked departments to identify such individuals and ensure there is no leniency in taking corrective measures.

In response to rising incidents of officials being involved in controversial viral videos, the General Administration Department has been tasked with preparing a Standard Operating Procedure (SOP) to handle such cases effectively.

Additionally, Mr. Meena instructed departments to:

  • Ensure full utilization of central plan funds,
  • Take immediate steps to resolve pending cases, and
  • Identify root causes of delays for focused and time-bound resolutions.

These decisions reflect the state government’s commitment to streamlining governance, improving energy efficiency, and strengthening administrative delivery mechanisms across Bihar.
The CVC (Central Vigilance Commission) guidelines on debarred firms generally involve debarring a bidder for a period not exceeding two years if they violate the code of integrity. This debarment can apply to the bidder itself, or any of its successors. The debarment can be implemented by a single ministry/department or across all ministries/departments. The debarment prevents the firm from participating in any procurement process within the specified period.
