PESB Recommends Dr. Hemant Sharad Pande as CMD of Western Coalfields Limited

In a significant leadership development in the coal sector, the Public Enterprises Selection Board (PESB) has recommended the name of Dr. Hemant Sharad Pande, Director (Personnel), Western Coalfields Limited (WCL), for appointment as the next Chairman and Managing Director (CMD) of Western Coalfields Limited, a key subsidiary of Coal India Limited.
Till now, CMD of SECL, Harish Duhan has been holding the dual charge with the additional responsibility of CMD for WCL from February 1, 2026, following the end of the previous CMD’s tenure.
Dr. Pande brings with him more than 35 years of rich and diverse experience in the coal industry, particularly in human resource management, industrial relations, and organizational transformation within the public sector mining ecosystem. His long association with Western Coalfields Limited has been marked by initiatives focused on workforce engagement, employee welfare, and operational efficiency.
The recommendation was made following a rigorous selection process conducted by the Public Enterprises Selection Board, widely regarded as the government’s premier headhunter for top leadership positions in Central Public Sector Enterprises.
A total of 12 candidates appeared before the PESB for the coveted top post. The selection process evaluated leadership capability, sectoral experience, strategic vision, and administrative competence required to steer WCL through evolving industry challenges, including energy transition, productivity enhancement, and sustainability imperatives.
Western Coalfields Limited plays a crucial role in India’s coal production landscape and contributes significantly to meeting the country’s growing energy requirements. The appointment of a new CMD assumes importance at a time when the coal sector is balancing increased production targets with environmental and technological transitions.
