Government Introduces FASTag Annual Pass Scheme For Non-Commercial Vehicles
This pass is not applicable to State Highways/Expressways at present

The Government has introduced an amendment to the National Highways Fee (Determination of Rates and Collection) Rules, 2008, through Gazette Notification No. G.S.R. 388(E) dated 17th June 2025, enabling the launch of a FASTag Annual Pass Scheme. The scheme became effective from 15th August 2025.
Under the scheme, non-commercial cars, jeeps, and vans can avail an Annual Pass on payment of Rs. 3,000, valid for one year or 200 fee plaza crossings, whichever comes earlier. In closed user fee systems, a single entry-exit transaction will be counted as one crossing.
The Annual Pass is applicable across all National Highway (NH) and National Expressway (NE) fee plazas. While not applicable to State Highways/Expressways at present, the Centre has assured full technical support to states willing to adopt such a system.
In addition, the Ministry of Road Transport and Highways has also rationalized fee rates vide Gazette Notification No. G.S.R. 437(E) dated 1st July 2025. As per the new formula, the toll rate will be calculated by adding ten times the length of structures to the highway section length (excluding the structures), or five times the total highway length — whichever is lesser.
These measures are aimed at reducing the burden of frequent FASTag recharges and lowering user fees for passenger vehicle owners.
