NCOA Unhappy With Delay In Finalization Of MOU Ratings For Performance Of CPSUs For FY 2019-20

The National Confederation of Officers Associations has written to Secretary, Department of Public Enterprises, saying MOU ratings should be finalized at the earliest to contain the frustration and unrest amongst the CPSU  executives who are working day and night to keep the wheel of economy of the country running and lending helping hand to the people of our country in this pandemic. Subject: Abnormal delay in finalization of MOU ratings for performance of CPSEs for FY 2019-20

Respected Sir,
We take pride in saying that CPSEs have played an incredible role during this covid-19 pandemic not only by ensuring supply of goods and services in every nook and corner of the country by risking their lives, but also emerged as the life savvier by providing oxygen and other life saving materials and facilities to the people of Nation, and so proved their credential and importance as life line of the country.

But, we are sorry to say that in spite of our representation to Hon’ble Minister of HI&PE and your good self on dated 16-04-2021, MOU ratings have not been finalized till date.

MOU performance rating for CPSEs normally used to be finalised within 09-10 moths of completion of Financial Year. Considering this practice, the MOU ratings for FY 2019-20 should have been finalised by January 2021.

We would like to bring to your kind notice that a portion of Pay package for Executives of CPSEs are being paid in terms of variable pay (PRP) which is decided based on the performance rating of CPSEs. The executives of CPSEs are already facing cavity in their fixed pay due to freezing of IDA in light of DPE’s Office Memorandum (OM) vide W-02/0039/2017-

DPE(WC)-GL-XVI/20 dated 19.11.2020.The delay in finalization of MOU ratings of CPSEs is causing further frustration among executives. We, therefore, request your good self once again to get the MOU ratings finalized at the earliest to contain the frustration and unrest amongst the CPSE executives who are working day and night to keep the wheel of economy of the country running and lending helping hand to the people of our country in this pandemic.
