Union Minister H.D. Kumaraswamy Inaugurates MSTC’s New Corporate Office and Launches Upkaran E-Portal

In a major step aligning with Prime Minister Narendra Modi’s vision of a technology-driven and transparent governance model, MSTC Limited marked a significant milestone with the inauguration of its new corporate office at Narojinagar, World Trade Center, New Delhi. The event was graced by the Union Minister for Steel and Heavy Industries, H.D. Kumaraswamy, who also officially launched the Upkaran E-Portal—a landmark initiative in digital inventory management.

From Scrap Trader to Strategic Digital Enabler

Established in 1964, MSTC has transformed from a scrap trading agency into a Mini Ratna CPSU and a pioneer in digital auction platforms. With over 4 lakh auctions completed and robust, ISO-certified infrastructure, MSTC plays a critical role in public asset monetisation, spectrum auctions, and coal block sales, thus supporting India’s reform and resource optimisation efforts.

Upkaran E-Portal: Bridging Government, Industry & Innovation

The newly launched Upkaran E-Portal is poised to revolutionise government inventory and asset management. Designed as a seamless digital marketplace for machinery and equipment, the portal empowers PSUs, government departments, and institutions to list, transfer, or dispose of idle or surplus assets transparently and efficiently. The platform aims to promote MSME participation, enhance competitiveness, and contribute to cost-effective, sustainable governance.

Strategic Move to Delhi for Policy Synergy

The relocation of MSTC’s corporate headquarters to Delhi brings it closer to policy-makers and key stakeholders. This move is expected to enhance MSTC’s inter-ministerial coordination and enable deeper involvement in national platforms for resource management and procurement.

A Symbol of Digital India and Viksit Bharat 2047

Speaking at the inaugural event, H.D. Kumaraswamy hailed MSTC as a model for technology-driven public service. “MSTC is more than just an institutional asset—it’s a living example of how digital transformation can redefine public service. As we march toward the vision of Viksit Bharat 2047, MSTC will play an integral role in ensuring transparency, accountability, and efficiency across sectors,” the Minister said.

MSTC’s ongoing evolution resonates deeply with PM Modi’s governance philosophy—leveraging technology to drive inclusiveness, trust, and economic empowerment.
