Fake certificate issued using forged documents in Bihar

Bizarre but true! In a shocking case of digital fraud, a residence certificate was issued in the name of ‘Dog Babu’ in the Masaurhi area of Patna district.

Following a preliminary probe, Revenue Officer Murari Chauhan has been suspended, while the IT assistant involved has been dismissed. The District Magistrate, Tyagarajan S.M., has been ordered to lead a full investigation into the matter.

The fraudulent certificate was generated on 15 July 2025 using the Aadhaar number of a woman from Delhi. Officials allegedly failed to verify documents and forged digital signatures, according to the investigation report. An FIR has been registered under IPC sections 316(2), 336(3), 338, and 340(2).

The certificate has since been canceled, and the case is under police investigation. The Bihar Administrative Reforms Mission Society has directed all districts to enhance document verification on the NIC’s Service Plus portal, recommending the integration of AI tools to prevent future fraud.

This case has exposed critical gaps in the digital public service delivery system and reinforced the state’s zero-tolerance stance toward digital malpractice.
