SCOPE’s Interactive Session Decodes New Labour Codes
The workshop witnessed participation from over 160 officials representing more than 40 PSUs

The Standing Conference of Public Enterprises (SCOPE) organised an interactive workshop on the implementation of the new Labour Codes, with the support of the Ministry of Labour & Employment (MoLE), Government of India, to enhance awareness and preparedness among Public Sector Undertakings (PSUs).
The inaugural session was addressed by Dr. Mahendra Kumar, Joint Secretary, MoLE; K. P. Mahadevaswamy, Chairman, SCOPE and CMD, NBCC; and Atul Sobti, Director General, SCOPE, who underscored the significance of the Labour Codes in reforming India’s labour law framework. The workshop witnessed participation from over 160 officials representing more than 40 PSUs. Knowledge partner Ernst & Young made a detailed presentation on key provisions and compliance aspects of the Labour Codes.
A panel discussion followed, featuring Ms. Richa Sharma, Director, MoLE; Dr. Onkar Sharma, former Chief Labour Commissioner; Ayush Gupta, Director (HR), GAIL; and K. K. Singh, Director (Personnel), SAIL. The panel provided a comprehensive overview of the implementation roadmap and practical considerations under the new labour law regime.
Addressing the gathering, Dr. Mahendra Kumar described the Labour Codes as a historic milestone for worker welfare and industrial relations. He highlighted the objectives of the reforms, explained key provisions, and commended SCOPE for its role in demystifying the reforms and facilitating constructive engagement among stakeholders.
K. P. Mahadevaswamy said the reforms mark a significant leap towards creating a transparent, trust-based and globally aligned labour ecosystem, while ensuring social justice. He added that SCOPE would continue to play a leading role in knowledge dissemination and capacity building to support PSEs in transitioning smoothly to the new framework.
Atul Sobti lauded the Labour Codes and emphasised the pivotal role of the public sector in their effective implementation. Reaffirming SCOPE’s commitment, he said the organisation would act as an integrated partner in spreading awareness and clarity through a series of specialised programmes across regions.
The session provided a crucial platform for PSEs to gain clarity on the evolving labour law landscape and align their policies and practices with the reformed framework.
