SCOPE Organizes National Workshop on Board-Level Succession Planning
PESB shares Strategic insights for PSU leadership

The Standing Conference of Public Enterprises (SCOPE) organized a National Workshop on Succession Planning for Board-Level Positions, bringing together senior leadership from across Public Sector Enterprises (PSEs) to deliberate on strengthening leadership pipelines in the public sector.
The workshop was inaugurated by Mallika Srinivasan, Chairperson of the Public Enterprises Selection Board (PESB), and K. Moses Chalai, Secretary of the Department of Public Enterprises (DPE).
The event was attended by K. P. Mahadevaswamy, Chairman of SCOPE and CMD of NBCC (India) Limited; Brajesh Kumar Upadhyay, Vice-Chairman of SCOPE and CMD of Goa Shipyard Limited; and Atul Sobti, Director General of SCOPE. Members of PESB, CMDs and Directors from various PSUs, and senior officials from DPE, PESB, and the Central Bureau of Communication also participated. Over 100 senior officials from PSEs across multiple sectors attended the workshop.
Succession Planning a Strategic Imperative
Addressing the gathering, Mallika Srinivasan emphasized that succession planning must be viewed as a strategic imperative rather than merely a transactional process. She highlighted the importance of nurturing future-ready leaders by identifying high-potential talent early, providing them diverse leadership exposure, and entrusting them with greater responsibilities at appropriate stages of their careers.
Leadership Pipeline Critical Amid Global Competition
K. Moses Chalai, Secretary, DPE, stressed that with PSUs facing increasing global competition and rapid technological change, robust leadership development and recruitment pipelines are essential. He also underscored the need for greater participation of women in leadership roles to enhance competitiveness and growth in the public sector.
Building Strong Leadership for PSE Boards
SCOPE Chairman K. P. Mahadevaswamy highlighted the multidimensional role of PSE Boards and emphasized the need to build a strong leadership pipeline capable of effective decision-making and enhanced competencies. He also noted SCOPE’s ongoing efforts to develop elite leadership through strategic collaborations with leading national and international institutions.
The “5 Cs” of Leadership
SCOPE Director General Atul Sobti spoke about the importance of succession planning, stating that modern PSUs require leaders defined by the “5 Cs” — Character, Competence, Commitment, Courage, and Compassion. He highlighted SCOPE’s initiatives such as the DAKSH capacity-building program and the Advanced Global Leadership Program, which aim to nurture a cadre of future-ready leaders.
Ensuring Leadership Continuity in PSEs
Vice-Chairman of SCOPE Brajesh Kumar Upadhyay expressed gratitude to the dignitaries and noted that as PSEs evolve into globally competitive organizations, leadership continuity and strong governance frameworks have become increasingly important. He described the workshop as a key step toward institutionalizing a robust succession framework to ensure seamless leadership transitions.
Aligning talent development with the Prime Minister’s vision of a self-reliant India, SCOPE reaffirmed its commitment to organizing such initiatives aimed at nurturing visionary leadership capable of navigating the complexities of the modern global economy.
