Special Campaign 5.0: MNRE and Its PSUs Complete Preparatory Phase, Implementation Underway from October 2

Focus on Swachhata, Record Management, and Efficiency in Government Offices

The Ministry of New & Renewable Energy (MNRE), along with its Central Public Sector Undertakings (CPSUs) and Autonomous Institutes, has successfully completed the Preparatory Phase of Special Campaign 5.0, an initiative by the Department of Administrative Reforms & Public Grievances (DARPG) aimed at institutionalising Swachhata and reducing pendency in Government offices. The preparatory phase was conducted from September 15 to September 30, 2025.

During this phase, MNRE and its associated organisations carried out comprehensive reviews and actions focused on:

  • Identification of pending matters across various parameters.
  • Review of physical and e-files.
  • Record management, categorisation, and weeding out of obsolete documents as per CSMoP and the Public Records Act, 1993.
  • Space optimisation and cleanliness drives in office premises.
  • Identification and disposal of redundant materials, scrap, and e-waste.

Active participation came from MNRE’s two CPSUs — Indian Renewable Energy Development Agency Ltd. (IREDA) and Solar Energy Corporation of India Ltd. (SECI) — as well as its three Autonomous Institutes — National Institute of Solar Energy (NISE), National Institute of Wind Energy (NIWE), and Sardar Swaran Singh National Institute of Bio-Energy (SSS-NIBE).

With the preparatory phase successfully concluded, the Ministry is now fully equipped for the Implementation Phase, which began on October 2, 2025, and will continue until October 31, 2025. The campaign’s focus during this period will be on meeting all identified targets and reinforcing the culture of cleanliness, efficiency, and good governance across MNRE and its institutions.
