‘Swachh Bihar’ Portal Launched To Boost Cleanliness And Governance
Chief Secretary emphasized that the portal is not just about physical cleanliness but also a step toward transparent governance

In a significant step towards strengthening cleanliness, accountability, and digital governance, Bihar Chief Secretary Amritlal Meena launched the ‘Swachh Bihar’ Portal today. Developed with technical assistance from the Department of Administrative Reforms and Public Grievances (DARPG) and the NIC, this portal aims to monitor and transparently report cleanliness standards across all administrative offices in the state.
The virtual launch event, held at the Old Secretariat, was attended by District Magistrates, Divisional Commissioners, and senior officials from across Bihar. Sarita Chauhan, Joint Secretary, DARPG, joined the event via video conferencing.
Chief Secretary Meena emphasized that the portal is not just about physical cleanliness but is also a step toward transparent governance. It will monitor scrap disposal, office maintenance, and assess departments based on 19 key performance indicators, with a ranking system to foster healthy competition.
Meena instructed all departments to immediately appoint nodal officers, hold weekly reviews, and ensure strict compliance. He also announced that top-performing offices and departments will be felicitated during Civil Services Day 2026.
The portal allows for real-time uploads of cleanliness reports and encourages self-assessment, with the broader aim of delivering better public services. To date, 23 departments, 13 districts, and 6 divisional offices have submitted nodal officer details, with more expected soon.
This initiative reflects Bihar’s commitment to modernizing public administration and ensuring a clean, efficient, and citizen-friendly environment at every level of governance.
