UP Government Forms Non-Profit Corporation to Streamline Outsourced Manpower Across Departments

This initiative is expected to bring uniformity, accountability, and efficiency in the management of outsourced manpower across Uttar Pradesh

The Uttar Pradesh government has announced the formation of a dedicated non-profit organization, the Uttar Pradesh Outsourcing Services Corporation (UPCOS), to regulate and manage outsourced manpower across all government departments and organizations in the state. The move aims to ensure timely payment, statutory compliance, and standardized benefits for outsourced personnel.

The decision comes amid concerns over inconsistent remuneration, delayed payments, and irregular deposit of statutory contributions like EPF and ESIC by private outsourcing agencies. The new corporation, established under Section-8 of the Companies Act, 2013, will act as a regulatory body overseeing empaneled agencies and providing a transparent mechanism for staffing requirements.

Key Objectives and Benefits:

  • Provide departments with skilled outsourced personnel according to their requirements.
  • Ensure outsourced staff receive full remuneration between the 1st and 5th of each month.
  • Guarantee EPF and ESIC contributions, along with other statutory benefits.
  • Facilitate training, capacity-building, and compliance with reservation norms for SC/ST, OBC, women, ex-servicemen, and differently-abled personnel.

The corporation will operate under a tripartite agreement between the departments, outsourcing agencies, and UPCOS, and will monitor performance and statutory compliance. Personnel selection will follow a transparent point-based system considering qualifications, experience, written tests, and local residency.

Organizational Structure: UPCOS will have a Board of Directors headed by the Chief Secretary, an advisory committee for HR and welfare matters, and dedicated monitoring committees at secretariat, divisional, district, and local levels.

The government has emphasized that all departments and organizations must comply with the directives of UPCOS to ensure a fair and transparent outsourcing process.
