What Ails WAPCOS? Official Website Still Silent on New CMD Appointment!

In a surprising lapse of communication, the official website of WAPCOS Limited, a Mini Ratna PSU under the Ministry of Jal Shakti, continues to display outdated leadership information. The site still shows Pankaj Kapoor, Director (Finance), as holding the additional charge of CMD—a temporary arrangement made after the exit of former CMD R.K. Agrawal.

This is despite the fact that the Appointments Committee of the Cabinet (ACC) recently approved the appointment of Ms. Shilpa Sachin Shinde, a 2006-batch IAS officer of the AGMUT cadre, as the Chairperson and Managing Director (CMD) of WAPCOS for a five-year tenure.

The direct CMD appointment by the ACC is a clear signal of the government’s intent to strengthen governance and revive efficiency in WAPCOS, especially in delivering Jal Shakti and infrastructure projects. Ms. Shinde is expected to spearhead reforms and uplift the sagging image of the consultancy PSU, which has been struggling with issues of inefficiency and weak project execution.

However, the lack of basic updates on the official website raises questions about the internal systems and communication machinery of the organization. For a consultancy company mandated to deliver critical water resources, power, and infrastructure services—such gaps do little to inspire confidence.

For Ms. Shinde, it may prove to be a tough challenge to set things right in an organization where even fundamental governance practices like timely updates seem to be missing.
