Shri Hari Mohan Gupta

Shri Hari Mohan Gupta is a distinguished Indian Railway Services officer of the IES 1989 batch and an alumnus of IIT Roorkee, with over 35 years of experience across Indian Railways and its public sector undertakings. He served as Chairman & Managing Director of IRCON International Limited, providing strategic leadership in business development, P&L management and execution of major domestic and international infrastructure projects. His extensive expertise spans railway asset and track machinery maintenance, EPC project execution, dispute resolution and complex multi-agency approvals. He played a significant role in the Dedicated Freight Corridor, including the implementation of high-rise OHE, advanced automatic signalling with remote diagnostics, and the state-of-the-art Command Control Centre at Ahmedabad.

During his distinguished career, Shri Gupta has been associated with some of India’s most challenging railway infrastructure initiatives, including the Jammu–Udhampur–Srinagar–Baramulla Rail Link. As Executive Director (Works) at the Railway Board, he coordinated projects worth over ₹7 lakh crore covering new lines, gauge conversions and doubling works. He also played a pivotal role in the Track Machine Organisation, driving system overhauls, preventive maintenance and establishing Northern Railway’s first stores tendering system for track machine spares. Known for his strong engineering, project management and stakeholder-management capabilities, Shri Gupta brings a rare 360-degree understanding of infrastructure execution, institutional leadership and inter-agency coordination, with a proven commitment to safe, efficient and high-impact delivery.

Captain S.K. Dwivedi (Retd. IAS)

Captain S.K. Dwivedi (Retd. IAS) is a distinguished former Indian Administrative Service (IAS) officer and a decorated veteran of the Indian Army. After an accomplished military career, he joined the Government of Uttar Pradesh, where he earned a reputation as an efficient, visionary, and result-oriented administrator.

During his illustrious tenure in the civil services, Captain Dwivedi held several key positions in some of Uttar Pradesh’s most significant urban development institutions, including the NOIDA Authority, Greater NOIDA Industrial Development Authority, and the Yamuna Expressway Industrial Development Authority, where he played a pivotal role in planning, infrastructure development, and urban governance. He also served for an extended period as the Vice-Chairman of the Ghaziabad Development Authority (GDA), contributing substantially to the region’s planned urban expansion and public infrastructure.

Known for his exceptional administrative acumen, organizational leadership, and persuasive communication skills, Captain Dwivedi has remained actively engaged in public life even after retirement. He is a highly respected television panelist, frequently participating in debates on governance, public policy, national affairs, and administrative reforms. In addition, he is widely recognized for his social service initiatives and continued engagement with civic and community causes.

Mohan Shukla is a seasoned C-suite executive with extensive expertise in public policy, government affairs, strategic advisory, regulatory affairs, and management consulting. With a distinguished career spanning policy advocacy, government engagement, regulatory compliance, and digital transformation, he has successfully bridged the interface between business and government to drive sustainable growth and strategic outcomes.

His core competencies include public policy formulation and execution, government affairs, regulatory and compliance management, corporate advisory, digital strategy, stakeholder engagement, and business transformation. Throughout his career, he has been associated with six of India’s leading corporate groups, providing strategic leadership on complex policy, regulatory, and business initiatives.

Shri Deepak Mishra

Deepak Mishra is a distinguished retired Indian Police Service (IPS) officer who earned widespread recognition as one of the most decorated and respected officers of the Delhi Police, often being referred to as the “Super Cop” of Delhi Police for his exemplary service and leadership in policing, crime prevention, and law enforcement.

During his illustrious career, he held several key leadership positions in the Delhi Police and also served in senior roles with the Central Reserve Police Force (CRPF). Known for his integrity, operational excellence, and administrative acumen, Mishra played a significant role in strengthening policing standards and public safety.

Recognising his vast experience in governance, public administration, and strategic leadership, he was appointed as an Additional and Independent Director on the Board of Indraprastha Gas Limited with effect from June 13, 2019. His presence on the Board brought valuable insights into corporate governance, regulatory affairs, risk management, and public policy.

Shri Sanjay Sharan

Shri Sanjay Sharan is a distinguished former Indian Revenue Service (Customs & Indirect Taxes) officer, tax administrator, consultant, trainer and author, with extensive experience spanning Customs, GST, Indirect Tax enforcement, public administration and professional education. During his career in the Government of India, he handled several important assignments and earned recognition for detecting significant cases of duty evasion, receiving multiple rewards and appreciations for his work. He also served as Director in the Ministry of Agriculture and superannuated as Commissioner of Customs & GST. Today, he brings this rich administrative and field experience to his work as a consultant, teaching faculty member and Subject Matter Expert in GST, Customs and related areas.
