Jyotiraditya Scindia Reviews BSNL’s Q3 FY26 Performance, Focuses on QoS, Mobile Growth and ARPU
Union Minister stresses revenue targets, mobile customer expansion and network reliability during BSNL’s Q3 strategic review at Vigyan Bhawan

Union Minister of Communications and Development of North Eastern Region, Jyotiraditya M. Scindia, chaired the Quarter-3 (FY 2025–26) Strategic Review and Planning Meeting of Bharat Sanchar Nigam Limited (BSNL) at Vigyan Bhawan, New Delhi, today.
The meeting was attended by Minister of State for Rural Development and Communications Dr. Chandra Sekhar Pemmasani, Secretary (Telecommunications) Amit Agarwal, Additional Secretary Gulzar Natarajan, senior officials of the Department of Telecommunications (DoT), CMD BSNL A. Robert J. Ravi, members of the BSNL Board, and Chief General Managers (CGMs) from circles across the country.
Focus on Mobile Growth, ARPU and Revenue Targets
Reviewing BSNL’s Q3 performance, the Union Minister emphasized the need to expand the mobile customer base, improve Average Revenue Per User (ARPU), enhance Quality of Service (QoS) parameters, and ensure achievement of revenue targets.
A detailed circle-wise review of revenue performance across all service verticals was undertaken. Best-performing circles were identified, while gaps in underperforming circles were discussed to ensure sustained revenue growth.
Mobile Segment and ARPU Improvement
Special emphasis was laid on strengthening BSNL’s mobile services portfolio. While acknowledging appreciable growth in mobile subscribers in certain circles, the Union Minister noted that several circles need to significantly improve performance.
Scindia highlighted that Quarter-on-Quarter (QoQ) improvement in mobile ARPU was observed at the national level. Circles with stagnant ARPU were directed to implement customer retention strategies, value-added services, and improved service offerings to enhance revenue per user.
Quality of Service (QoS) Review
The Union Minister reviewed key QoS parameters, including mobile network availability and Mean Time to Repair (MTTR). Circles such as Kerala, Tamil Nadu, UP East, Karnataka, Punjab, Gujarat, Andhra Pradesh, Kolkata, Himachal Pradesh and Uttarakhand were identified as leaders in Mobile BTS MTTR, showing significant QoQ improvement.
Directions were issued to all circles to improve network reliability, reduce downtime, and ensure timely fault resolution to enhance customer experience.
Enterprise Business Performance
In the Enterprise Business segment, the Union Minister congratulated five star-performing circles—Karnataka, Odisha, Gujarat, Haryana and UP (West)—for their commendable performance in enterprise customer acquisition and revenue growth.
Q4 Roadmap and Execution
Circle-wise strategies to achieve Q4 FY26 revenue targets were presented and discussed. The Union Minister instructed all CGMs to focus on sustained customer acquisition, strict QoS compliance, and close performance monitoring in the final quarter of the fiscal year.
Concluding the meeting, Scindia emphasized the importance of focused execution, accountability and circle-level monitoring with the explicit objective of meeting and exceeding revenue targets in FY 2025–26.
