OCF Avadi (Unit of TCL – DPSU) Receives Appreciation Letter From Defence Minister Of Republic Of Suriname

OCF Avadi, one of the oldest Army uniform manufacturing units, was formerly under the Ordnance Factory Board

Ordnance Clothing Factory (OCF), Avadi – a premier production unit under Troop Comforts Limited (TCL), a Defence Public Sector Undertaking (DPSU) – has been honoured with a letter of appreciation from the Defence Minister of the Republic of Suriname, Ms. K. Mathoera. The letter commended OCF Avadi for its outstanding professionalism, efficiency, and timely delivery of 4,500 sets of military uniforms to the Suriname Armed Forces.

OCF Avadi, one of the oldest Army uniform manufacturing units, was formerly under the Ordnance Factory Board. Following the Government of India’s decision to corporatize 41 Ordnance Factories into seven DPSUs, OCF Avadi became a unit under TCL. The corporatization initially posed challenges for OCF Avadi, as many troop comfort items were categorized as non-core, bringing it into direct competition with private sector firms.

Thanks to the intervention of Defence Minister Shri Rajnath Singh, the Ministry of Defence introduced a policy enabling Single Tender Enquiry (STE) procurement from these new DPSUs, helping stabilize the unit’s workload. In parallel, OCF Avadi has also been exploring diversification into advanced defence gear such as body armours, bullet-resistant jackets, ballistic helmets, and bulletproof vehicles.

As part of a bilateral cooperation initiative, the Government of India decided to supply 4,500 military uniforms to the Republic of Suriname. The task was entrusted to TCL, which in turn delegated the responsibility to OCF Avadi, known for its superior quality, timely execution, and domain expertise.

OCF Avadi swiftly developed a fabric blend of cotton, viscose, and polyester in a digital camouflage pattern. Upon receiving approval from the Suriname Army for both the fabric and uniform design, the factory completed the order in record time. The dispatch was ceremonially flagged off by General Manager Shri B.S. Reddy, IOFS, on January 28, 2025.

In her letter dated June 9, 2025, Minister Mathoera praised OCF Avadi for its meticulous manufacturing, smooth coordination, and adherence to delivery schedules. She expressed hope for further collaboration in strengthening defence ties and fostering international cooperation.

General Manager B.S. Reddy, in his message to the workforce, congratulated the team for achieving this international milestone and expressed confidence in OCF Avadi’s emergence as a global leader in battlefield uniform supply. While OCF Avadi has previously been lauded by India’s top Army officials, this is the first time it has received an appreciation letter from the Defence Minister of a foreign nation.
