The selected Executive Director will head the Indian Institute of Coal Management (IICM), Ranchi, which functions as a Centre of Excellence providing specialised training programmes to executives of Coal India and its subsidiaries. The engagement will initially be for two years, extendable by another two years at the discretion of the Chairman, CIL.

Role and Responsibilities

The Executive Director will function as the head of IICM and will be responsible for its planning, administration and management as a self-sustained centre. The role includes leadership of technical, administrative and financial functions and responsibility for HR-related initiatives.

The Executive Director will also oversee:

  • Training, quality evaluation and skill certification
  • Development of learning material
  • Coordination and implementation of projects
  • Updating of syllabi
  • Training-needs analysis and development of training plans
  • Orientation programmes for new employees
  • Introduction of webinars, online forums and e-courses
  • Development of new training programmes
  • Creation of a pool of certified internal trainers
  • Evaluation of training programmes and instructors

Candidates should have experience in running a management institute, training and development or assessment centre, along with knowledge of organisational behaviour, OD interventions and experience in designing and conducting Management Development Programmes (MDPs).

Educational Qualification

Applicants must possess any one of the following qualifications from a recognised university/institution:

  1. Degree in Engineering in any discipline
  2. MSW
  3. MBA or equivalent
  4. Chartered Accountant qualification from the Institute of Chartered Accountants of India
  5. Post-graduation in Management, HRM, Behavioural Sciences, Finance & Accounts

A Doctorate or equivalent qualification in Management, HRM, Behavioural Sciences, Finance & Accounts or Engineering will be an added advantage.

Experience Required

The advertisement specifies multiple eligibility routes. Broadly, candidates require a minimum of 25 years of overall executive/officer-level experience.

One route requires at least 10 years’ experience with the last two years in a reputed management/management training/government officers’ training institute, or at least two years as Dean, Head of Department or Professor-in-charge during the relevant institutional experience.

Another route requires 25 years of executive/officer-level experience in Government, PSUs or private organisations, including at least four years during the last eight years in a corporate HRD/Training & Development setup.

For candidates from Government/PSEs, the advertisement also specifies experience requirements in E8/E9 grade and prescribed pay scales. Candidates from Government, semi-government, PSUs or autonomous bodies must produce an NOC from their present employer.

Candidates from the private sector should be from a large public limited company in sectors such as Mining, Manufacturing, Coal, Power, Steel, Petroleum & Gas, with a minimum net worth of ₹500 crore and executive manpower of 1,000 or more. Preference will be given to candidates from listed companies.

Selection Process

Coal India will shortlist eligible applicants, with the number of candidates shortlisted for the personal interview capped at 15. Shortlisting will be based on qualification, experience, relevance of experience to the ED (IICM) role and the candidate’s vision for IICM and CIL.

Candidates must submit a two-page write-up of not more than 1,000 words explaining their vision for IICM and how they would contribute to CIL’s Vision and Mission.

The final merit panel will be prepared on the basis of performance in the personal interview.
