Department of Posts and BSNL Sign Strategic MoU for SIM Sales and Mobile Recharge Services

The agreement will remain effective for one year from September 17, 2025, with provision for renewal

The Department of Posts (DoP), under the Ministry of Communications, and Bharat Sanchar Nigam Limited (BSNL) have entered into a strategic partnership to expand BSNL’s telecom reach across India. A Memorandum of Understanding (MoU) was signed today in New Delhi by Manisha Bansal Badal, General Manager (Citizen Centric Services & RB), Department of Posts, and Deepak Garg, Principal General Manager (Sales and Marketing-Consumer Mobility), BSNL.

Under the agreement, over 1.65 lakh Post Offices across the country will serve as Points of Sale (PoS) for BSNL SIM cards and mobile recharge services. By leveraging India Post’s extensive network that spans nearly every town and village, the initiative aims to provide last-mile connectivity, especially to citizens in rural and remote areas.

The pilot project, first implemented in Assam, has already shown promising results and is now being scaled up nationwide. Post Offices will onboard new BSNL customers, sell SIM cards, and facilitate recharges, while BSNL will ensure adequate SIM stock supply and provide training to postal staff.

Speaking on the occasion, Ms. Manisha Bansal Badal said, “This partnership combines the trusted reach of India Post with the telecom expertise of BSNL to deliver affordable and accessible connectivity to every citizen.”

Deepak Garg added, “Through this collaboration, BSNL services will be available at every nook and corner of the country, enabling citizens—particularly in rural and underserved areas—to access mobile services conveniently at their nearest Post Office.”

The agreement will remain effective for one year from September 17, 2025, with provision for renewal. Both organizations have also committed to joint monitoring, monthly reconciliation, and strict adherence to cybersecurity and data privacy norms.

This collaboration marks a new benchmark in public sector synergy, furthering the objectives of Digital India, financial inclusion, and socio-economic development by making affordable mobile services available to all.
