Ministry of Coal Exceeds Targets Set for Special Campaign 5.0

The Ministry of Coal has successfully concluded Special Campaign 5.0, far surpassing the ambitious targets set for the initiative. The campaign, implemented from October 2 to October 31, 2025, witnessed remarkable achievements across the Ministry and its Public Sector Undertakings (PSUs), reaffirming their commitment to transparency, efficiency, and sustainability.

During the implementation phase, the Ministry generated an impressive ₹56.85 crore in revenue and weeded out or closed 1,28,527 files. The campaign also saw a robust digital engagement, with 3,107 tweets and 28 press releases uploaded on the campaign portal, highlighting proactive communication and public outreach.

Innovative and Inspiring Initiatives Across PSUs

Several PSUs under the Ministry introduced creative and impactful initiatives during the campaign, setting new benchmarks for good governance and environmental stewardship.

Short Film – “Ek Kadam Badlaav Ki Ore” (BCCL):

Bharat Coking Coal Limited (BCCL) produced an inspiring short film, “Ek Kadam Badlaav Ki Ore,” depicting the transformative power of cleanliness, discipline, and teamwork in driving positive change within the coal sector.

Yoga and Meditation Room (CIL):

Coal India Limited (CIL) inaugurated a dedicated Yoga and Meditation Room at its Residential Complex, promoting employee well-being and fostering a healthy, balanced workplace culture.

Women-driven Cost & Budget Section (WCL):

Western Coalfields Limited (WCL) launched a fully women-managed Cost & Budget Section at its headquarters — a pioneering step towards inclusivity and gender-balanced governance in the coal industry.

Glass Waste to Sculpture (CCL):

Central Coalfields Limited (CCL) created a 7-foot glass sculpture of a coal miner using 0.2 tonnes of non-biodegradable waste, turning discarded materials into art that symbolizes creativity, sustainability, and respect for the coal workforce.

Waste to Art Competition (MCL):

Mahanadi Coalfields Limited (MCL) organized a “Waste to Art” competition at DAV Public School, Basundhara Area, encouraging students to embrace the principles of Reduce, Reuse, and Recycle through creative expression.

Scrap to Service (ECL):

Eastern Coalfields Limited (ECL) initiated “Scrap to Service,” donating reusable items from a non-functional hospital to Bharat Sevashram Sangha, promoting social welfare and responsible waste management.

Nukkad Natak on Cleanliness (BCCL):

A street play (Nukkad Natak) was performed by the Nasir Khan IPTA Katras team at BCCL’s Govindpur Area, spreading awareness about cleanliness and engaging employees through cultural expression.

Scientific Mine Closure and Sustainable Practices

For the first time since Independence, 11 coal mines have been scientifically closed in line with approved mine closure plans. Final Mine Closure Certificates were issued by the Coal Controller Organisation (CCO), ensuring that reserves were fully extracted and sites were safely reclaimed. Additionally, 22 mines have been identified for closure in FY 2025–26.

The CCL team also showcased innovation through “Industrial Scrap to Custom Fencing,” using old gears and metal rings to design eco-friendly fencing and green zones around workshops, transforming simple spaces into employee-friendly parks and rest areas.

Frameworks for Sustainable Transition

To strengthen sustainability and green financing in the sector, the CCO launched two strategic frameworks on September 4, 2025:

LIVES Framework: Integrates technical reclamation, ecological restoration, and community development for sustainable mine repurposing.

ARTHA Framework: A five-step model — Align, Rank, Target, Harness, Adapt — guiding stakeholders in mobilizing green finance for environmental and community-based projects.

Digital Empowerment and Employee Welfare

ECL also launched the Post-Retirement Medical Benefit (PRMB) Cell – “Sevarth,” a fully digitalized and women-managed front-office unit for retired employees. The digital bill tracking portal on the ECL website enables members to track their medical reimbursement claims online, ensuring transparency and efficiency in service delivery.
