Coal Ministry Declines Extension of CIL Director (HR) Vinay Ranjan’s Tenure Beyond July 27

ACC approves non-extension; Coal India set for change in top HR leadership

In a significant development at Coal India Limited (CIL), the Ministry of Coal has formally communicated the decision of the Appointments Committee of the Cabinet (ACC) not to extend the tenure of Vinay Ranjan, Director (Human Resources), Coal India Limited, beyond July 27, 2026.

According to an official communication issued by the Ministry of Coal’s Establishment Division, the ACC has approved the non-extension of Vinay Ranjan’s tenure as Director (HR), CIL.

The letter, signed by Sanjeev Ranjan, Under Secretary to the Government of India, has been addressed to the Chairman and Managing Director, Coal India Limited, directing the company to take note of the ACC’s decision.

The communication states:

“I am directed to convey the approval of the Appointments Committee of the Cabinet for non-extension of the tenure of Shri Vinay Ranjan, Director (HR), Coal India Limited (CIL) beyond 27.07.2026.”

With this decision, Vinay Ranjan’s tenure as Director (HR) will conclude on July 27, 2026, and he will demit office on completion of his present term unless further administrative orders are issued regarding succession or additional charge.

The decision assumes significance as the Director (HR) is responsible for overseeing human resource management, industrial relations, employee welfare, manpower planning, leadership development, and organizational transformation across Coal India Limited and its subsidiaries, which together employ over two lakh personnel.

Coal India Limited is expected to initiate the process for ensuring continuity in the HR leadership in accordance with government guidelines.
