NPCIL Secures $112 Million Terrorism Insurance for Kudankulam Nuclear Plant

In a significant revelation highlighting the risk management framework for India’s strategic nuclear infrastructure, the Nuclear Power Corporation of India Limited (NPCIL) and Reliance Infrastructure had secured a $112 million terrorism insurance policy for Kudankulam Nuclear Power Plant (KKNPP) Units 3 and 4.
The existence of the insurance policy came to light following a recent cyber data breach linked to files allegedly stolen by the ransomware group World Leaks. According to documents reviewed by Reuters, the policy would provide coverage if either Unit 3 or Unit 4 suffered losses due to a terrorist attack.
The leaked files reportedly included engineering drawings, supplier details, inspection records, equipment reviews, and insurance documents associated with the ongoing construction of the two 1,000 MW reactors. However, NPCIL has categorically stated that no nuclear safety or security-related systems have been compromised and that the leaked information pertains only to conventional Balance of Plant (BoP) facilities.
Insurance Reflects Strategic Risk Management
While terrorism insurance for critical infrastructure is uncommon in the public domain, experts note that such coverage is a prudent financial safeguard for high-value strategic assets. The $112 million policy is designed to mitigate financial losses arising from acts of terrorism during the construction and operational phases of Units 3 and 4.
Security analysts have also pointed out that the leaked documents could potentially reveal information about support systems, vendors, and project logistics, even though the reactor core systems—supplied by Russia’s Rosatom—remain unaffected.
NPCIL Reassures Public
Following reports of the data breach, NPCIL clarified that:
- No nuclear safety or security systems were compromised.
- The leaked documents relate only to conventional infrastructure.
- India’s critical nuclear systems continue to remain isolated and protected.
The company emphasized that the incident does not affect the safe operation or security of the Kudankulam Nuclear Power Project.
Kudankulam: India’s Largest Nuclear Power Project
Located in Tamil Nadu, the Kudankulam Nuclear Power Plant is India’s largest nuclear power generation facility. Units 1 and 2 are operational, while Units 3 and 4 are under construction and are expected to add 2,000 MW of capacity upon commissioning, significantly strengthening India’s clean energy ambitions.
