E20 Petrol Controversy: Top Carmakers Privately Raised Serious Concerns Over Fuel Contamination – Say Media Reports

What is now required is transparent, independent and scientifically robust testing of E20 petrol at retail outlets across the country, with the results made publicly available

The controversy over E20 Petrol seems to be unending. The controversy surrounding E20 petrol has intensified further, after internal communications within India’s automobile industry revealed that leading carmakers had privately raised serious concerns over chloride and moisture contamination in fuel samples collected from petrol pumps across the country.

The concerns reportedly involved major manufacturers including Maruti Suzuki, Tata Motors and Mahindra, with industry executives discussing test results that indicated contamination levels significantly above prescribed limits in several samples.

The findings have raised fresh questions over the quality of E20 petrol reaching consumers and, more importantly, whether contamination is occurring during storage, transportation or retail distribution.

Over 250 fuel samples tested across India

According to the internal industry data, more than 250 fuel samples were collected from petrol stations across as many as 21 states and Union Territories over a period of about one year.

The testing reportedly found elevated chloride levels in samples from 18 states, along with concerns over excessive moisture.

In some cases, the levels were substantially higher than the prescribed limits.

Samples collected in Rajasthan reportedly showed chloride levels ranging from 6 ppm to 570 ppm, while samples from Delhi ranged from around 1.4 ppm to 420 ppm. In Maharashtra, reported chloride levels ranged from 10 ppm to 357 ppm.

The prescribed limit for chloride cited in the industry discussions is 3 ppm.

Moisture levels were also reportedly found to be significantly elevated in some samples, with readings reaching around 13,000 ppm in Andhra Pradesh and 12,500 ppm in Uttar Pradesh, against a cited limit of 3,000 ppm.

Carmakers feared damage to fuel systems

The internal discussions reportedly linked high chloride and moisture levels with potential damage to fuel injectors, fuel pumps and other fuel-system components.

Industry engineers raised concerns that chloride can have a corrosive effect on vehicle components, while excessive moisture in ethanol-blended petrol can create additional fuel-quality problems.

One of the major concerns was the possibility that contaminated fuel could cause vehicle problems soon after refuelling, while prolonged exposure could result in more serious component damage.

However, the findings should not be interpreted as proof that E20 petrol itself is inherently unsafe.

The critical distinction is between the compatibility of vehicles with E20 fuel that meets prescribed specifications and the presence of contaminants in fuel that is supposed to comply with those specifications.

SIAM withdrew its communication to government

The controversy gained momentum after the Society of Indian Automobile Manufacturers (SIAM) raised the issue with the government on July 28.

SIAM subsequently withdrew the communication, saying that some of the figures required further authentication and that the data needed additional validation.

The withdrawal did not, however, erase the underlying concerns raised during internal discussions among automobile manufacturers.

SIAM has indicated that a more comprehensive scientific assessment is required before definitive conclusions can be drawn.

The episode has consequently raised an important question: Why were such significant contamination readings being discussed internally if the problem was not considered serious enough for immediate investigation?

Oil companies reject claims of widespread contamination

State-run oil marketing companies — Indian Oil Corporation Limited, Bharat Petroleum Corporation Limited and Hindustan Petroleum Corporation Limited — have rejected claims of widespread E20 contamination.

The companies have said that extensive nationwide testing found E20 petrol within prescribed quality standards.

Testing of more than 100 petrol samples from refineries reportedly found chloride levels at or below 1 ppm. Ethanol samples collected from around 80 distilleries were also reported to have chloride levels below the prescribed limit.

E20 samples from more than 80 depots and terminals were similarly stated to be within the required specifications.

The oil companies have also said that inspections covering approximately 90,000 fuel stations did not reveal evidence of water ingress into underground storage tanks.

The real issue may be the supply chain

The conflicting findings have shifted the focus of the E20 debate.

The question is no longer simply whether petrol containing 20% ethanol can be safely used in compatible vehicles.

The bigger question is whether E20 fuel consistently maintains the required quality from the refinery and ethanol production facility all the way to the consumer’s fuel tank.

If fuel leaving refineries and terminals meets specifications but contaminated samples are subsequently found at retail outlets, the source of contamination needs to be established.

Possible points of investigation include transportation systems, storage tanks, underground infrastructure, handling procedures and water ingress at retail outlets.

Why the latest revelations matter

The latest developments are significant because the concerns were not merely raised by consumers or individual vehicle owners.

They were reportedly discussed by engineers and executives within some of India’s largest automobile manufacturers, based on fuel samples collected from multiple parts of the country.

At the same time, oil marketing companies maintain that their nationwide testing has not identified a systemic E20 quality problem.

Both positions cannot simply be dismissed.

What is now required is transparent, independent and scientifically robust testing of E20 petrol at retail outlets across the country, with the results made publicly available.

Consumers deserve clarity

Millions of Indian motorists are now using E20 petrol as the higher ethanol blend becomes increasingly widespread.

For them, the issue is straightforward: Is the fuel being sold at petrol pumps consistently meeting the quality standards prescribed by the government?

If the answer is yes, the government and oil companies should publish comprehensive testing data and explain the contamination findings reported by automobile manufacturers.

If contamination is occurring at specific points in the supply chain, those weaknesses must be identified and corrected immediately.

The E20 programme has major implications for India’s energy security, ethanol economy and reduction of crude oil imports. But its long-term credibility depends equally on fuel quality, vehicle compatibility and consumer confidence.

The latest controversy therefore demands more than competing statements. It calls for independent testing, complete disclosure of data and clear accountability wherever fuel contamination is detected.
