AIACE Complains To Chairman Of Coal India Limited About High-Handedness Of A Senior Official

Letter says that CIL cannot approve such draconian step to suspend salary during festive season and this sees to be a one-man mischief

P.K. Singh Rathore, the Principal General Secretary of All India Association of Coal Executives (AIACE), has shot off a strong-worded letter to the Chairman of Coal India Limited, against the conduct of Goutam Bannerjee, GM (MP&IR), of the Coal behemoth PSU. The letter says that the latter wants to wants to penalize these executives for none of their faults by not preparing pay slips, print pay slips, release salary etc. The association has asked for the immediate removal of this official from his post. Sub: Illegal Instructions regarding Salary of September 2023 payable in October 2023

Dear Sir,
Enclosed is attached an Email advisory issued by Sri Goutam Bannerjee, GM (MP&IR) to various functionaries of all subsidiaries of CIL. Through this letter, Sri Bannerjee has requested all concerned that, in view of the order dated 29.08.2023 of Hon’ble High Court of Madhya Pradesh at Jabalpur in WP (C) No. 14830 of 2023, it is being requested to kindly advise the official concerned, not to prepare pay slips, print pay slips, release salary etc. for Non-Executives (as well as executives) for the month of September’23 payable in October’23 till further instructions from CIL (HQ), Kolkata.

From the language of this request, it appears that Sri Bannerjee has exceeded his limits and without apprising or obtaining approval of competent authorities by sending this email. Salary is a part of reimbursements to executives for the efforts put in by them during the past days without asking any immediate returns, for which CIL should be obliged to them. On the contrary, Sri Bannerjee wants to penalize these executives for none of their faults.

The pending case in Jabalpur has never asked CIL to suspend salary payments and CIL seems to indirectly penalize one and all for their adventure to seek justice in an apparently pay-conflict case which is sub-judice.

We are certain, highest authorities at CIL cannot approve such draconian step to suspend salary in this festive season and it is a one-man mischief created by Sri Bannerjee.

We request your urgent intervention in this matter and demand for removal of Sri Bannerjee from his current assignment in order to avoid a greater industrial unrest knocking at the door.
