DAKSH 3 Begins at ISB Hyderabad with 72 Senior PSU Leaders

The third cohort of DAKSH, the flagship leadership development programme of the Standing Conference of Public Enterprises (SCOPE) and Capacity Building Commission (CBC), has commenced its intensive academic immersion at the Indian School of Business (ISB), Hyderabad, bringing together 72 senior executives from 21 Public Sector Enterprises (PSEs) from across India.

The six-day educational immersion was inaugurated by Atul Sobti, Director General, SCOPE, who highlighted the distinctive nature of the programme and its focus on preparing public sector leaders for the challenges of a rapidly changing business and governance environment.

Addressing the participants, Sobti described DAKSH as a first-of-its-kind transformative and immersive leadership journey that combines academic learning with global perspectives, industry exposure and practical leadership experiences.

He urged the participants to make the most of the diverse perspectives within the cohort, embrace discomfort and develop the willingness to unlearn and relearn—qualities that are increasingly critical for leaders navigating technological, economic and organisational transformation.

From classroom learning to real-world leadership

The third cohort builds on the success of the first two editions of DAKSH. The programme is designed to go beyond conventional classroom-based executive education by integrating academic instruction with industry and leadership immersions.

The six-day academic component at ISB focuses on several critical areas shaping the future of the public sector, including purpose-driven leadership, digital and AI-enabled transformation and strategic renewal.

Participants will also engage with pioneering enterprises and industry leaders, providing them with opportunities to connect classroom concepts with real-world organisational challenges.

The approach is intended to help senior executives examine established leadership practices, challenge conventional approaches and develop strategies that can be applied within their respective organisations.

A 12-month leadership journey

DAKSH—short for Development of Aspiration, Knowledge, Succession & Harmony—is structured as a 12-month immersive learning journey for senior public sector leaders.

The programme seeks to develop a combination of strategic, behavioural and transformational competencies among participants, enabling them to respond more effectively to the increasingly complex challenges confronting Public Sector Enterprises.

With digital disruption, artificial intelligence, changing stakeholder expectations and the need for organisational renewal reshaping the operating environment, leadership development has become an increasingly important component of public sector transformation.

The third cohort’s academic immersion at ISB therefore marks an important stage in a longer leadership journey aimed at creating a more agile, future-ready and strategically equipped public sector leadership pool.

With 72 executives representing 21 PSEs, DAKSH 3 also provides a platform for cross-organisational learning and peer exchange, allowing senior leaders from different public enterprises to share experiences, perspectives and approaches to common challenges.

The programme’s emphasis on academic rigour, industry exposure and experiential learning reflects a growing recognition that preparing tomorrow’s public sector leadership requires more than functional expertise—it requires the ability to continuously learn, adapt and lead transformation.
