Union Petroleum and Natural Gas Minister Hardeep Singh Puri has stunned political observers by securing the Bharatiya Janata Party’s nomination for the Rajya Sabha by-election from Madhya Pradesh, weeks after being left out of the party’s list of candidates for Uttar Pradesh.

The BJP announced Puri’s candidature on October 28, ending speculation over his political future after his exclusion from the party’s Uttar Pradesh list triggered questions about his continuation in the Union Cabinet.

The development signals the BJP leadership’s decision to back the senior minister for another term in the Upper House, paving the way for him to continue in the Narendra Modi government, subject to his election.

Puri, a former Indian Foreign Service officer, is currently a Rajya Sabha member from Uttar Pradesh. His term is scheduled to end on November 25, 2026.

Madhya Pradesh Seat Opens Door for Puri

The vacancy in Madhya Pradesh arose following the resignation of former Union Minister of State L. Murugan from the Rajya Sabha on October 14. His term was originally scheduled to continue until April 2030.

The by-election is scheduled for November 12, with counting to take place the same day. Given the BJP’s numerical strength in the Madhya Pradesh Assembly, the party is expected to have a decisive advantage in the contest.

Puri’s nomination therefore offers a direct route to securing his membership of the Upper House before his existing term expires.

UP Developments Had Triggered Speculation

The BJP’s decision to nominate eight candidates for the Uttar Pradesh Rajya Sabha elections without including Puri had fuelled speculation about his political future.

The omission was particularly significant because Puri is the Union Minister for Petroleum and Natural Gas, a strategically important portfolio amid continuing uncertainty in international energy markets.

With his Rajya Sabha term approaching its end and no Lok Sabha membership to fall back on, questions had emerged over whether he would remain in the Union Cabinet.

Under the Constitution, a minister who is not a member of either House of Parliament for six consecutive months must cease to hold ministerial office at the end of that period.

The Madhya Pradesh nomination provides a route to resolving that uncertainty, although Puri must still secure election to the vacant seat.

BJP Leadership Reaffirms Confidence

Puri, 74, has served as a Union Cabinet Minister since 2021 and currently oversees the Petroleum and Natural Gas Ministry. His career in diplomacy before entering politics has also shaped his role in India’s engagement with international energy markets.

The latest decision demonstrates that his exclusion from the Uttar Pradesh list did not amount to a withdrawal of political support from the BJP leadership.

Instead, the party has chosen an alternative electoral route to retain him in Parliament.

For Puri, the Madhya Pradesh by-election is more than a routine change of constituency. It is a crucial political development that removes the immediate uncertainty surrounding his parliamentary future and strengthens the prospects of his continued presence in the Union Cabinet.

The November 12 contest will determine the final outcome.
