Corporate Governance, Labour Reforms and Transparency Emphasised at 19th Annual Convention of ICSI Dhanbad Chapter
CMD BCCL Manoj Kumar Agarwal Attends as Chief Guest

Manoj Kumar Agarwal, Chairman-cum-Managing Director of Bharat Coking Coal Limited (BCCL), attended the 19th Annual Convention of the Institute of Company Secretaries of India (ICSI), Dhanbad Chapter, as the Chief Guest. The conference was held at Clarks Inn Suites and focused on New Labour Codes and recent amendments in Listing Obligations and Disclosure Requirements (LODR).
Experts and professionals at the convention held detailed discussions on the evolving regulatory landscape, particularly the implementation of labour reforms and corporate disclosure norms.
Addressing the gathering, Agarwal emphasized that strong corporate governance, transparency and effective compliance mechanisms have become critical in today’s rapidly evolving corporate and regulatory environment.
He noted that the new labour laws introduced by the Government of India represent significant reforms aimed at simplifying compliance processes, enhancing transparency and promoting ease of doing business, while also strengthening the protection of workers’ rights and welfare.
According to him, these reforms will make labour administration more streamlined and efficient, particularly in labour-intensive sectors such as mining.
Speaking about regulatory changes in capital markets, Agarwal highlighted that the recent amendments to the Listing Obligations and Disclosure Requirements (LODR) Regulations issued by Securities and Exchange Board of India (SEBI) are important steps toward strengthening corporate governance and improving transparency in corporate disclosures.
He added that BCCL, being part of the listed company ecosystem through its parent company Coal India Limited, follows all regulatory provisions and maintains a robust corporate governance framework.
Agarwal further stated that professional bodies like the ICSI play a crucial role in promoting a culture of compliance and strengthening corporate governance practices in the country. Such conferences, he said, provide valuable platforms for knowledge exchange, professional dialogue and discussions on emerging regulatory issues.
The event was attended by B.K. Parui, former Company Secretary of BCCL, along with ICSI officials, industry experts, corporate professionals and a large number of students and participants. Experts also deliberated on several contemporary issues related to labour laws, corporate compliance and governance standards.
The programme concluded with the organisers expressing gratitude to the chief guest, speakers and participants for their contributions to the success of the convention.
