ONGC, bp expand partnership with Technical Services Contract for Western Offshore Basin

New agreement follows successful Mumbai High collaboration; bp to deploy global expertise and advanced technologies while ONGC retains full ownership and operational control of offshore assets

State-owned Oil and Natural Gas Corporation (ONGC) has signed a new Technical Services Contract (TSP) with global energy major bp to enhance hydrocarbon production from ONGC’s fields in the Western Offshore Basin. The agreement was signed on 25 June 2026 in the presence of Union Minister for Petroleum and Natural Gas Hardeep Singh Puri and Petroleum Secretary Dr. Neeraj Mittal.

The new agreement comes after the successful implementation of the Technical Services Provider (TSP-1) contract for Mumbai High and significantly expands the collaboration between ONGC and bp across ONGC’s most productive offshore hydrocarbon basin.

As India’s national oil company, ONGC contributes nearly 64% of the country’s domestic crude oil and natural gas production. The Western Offshore Basin, comprising 43 blocks, has been India’s most prolific hydrocarbon-producing basin and has played a critical role in meeting the nation’s energy needs for more than four decades.

Under the agreement, bp will provide advanced technical expertise, innovative technologies and global best practices to improve production from mature offshore fields. However, ONGC will continue to retain complete ownership and operational control of all assets.

The collaboration will focus on identifying and implementing targeted interventions across reservoirs, wells and production facilities to reduce natural production decline, improve hydrocarbon recovery, enhance operational efficiency and deliver sustained production growth.

As per the contract, bp will receive a fixed fee during the first two years, after which its remuneration will be linked to a percentage share of revenue generated from net incremental hydrocarbon production, aligning incentives with production enhancement.

The agreement builds on the Technical Services Contract signed by ONGC and bp for Mumbai High in February 2025. During the first year of collaboration, both companies successfully moderated production decline through well optimization, enhanced reservoir surveillance and focused reservoir, well and facility management initiatives.

ONGC Chairman and CEO Arun Kumar Singh said, “Building on the encouraging outcomes at Mumbai High, this expanded collaboration will support improved recovery, greater efficiency and sustained production growth.”

bp India Chairman and Senior Vice President Kartikeya Dube said, “We look forward to bringing bp’s global expertise to support enhanced production from the Western Offshore Basin and strengthen India’s energy security.”

The expanded partnership is expected to play a significant role in maximizing production from India’s mature offshore oil and gas fields, supporting the country’s objective of strengthening domestic energy security and reducing dependence on hydrocarbon imports.
