Against All Odds: Coal India Keeps Power Plants Fuelled Through a Tough Monsoon
From waterlogged mines to wet coal, from disrupted mine roads to the relentless demand for railway rakes, CIL has kept the supply chain moving

When the monsoon turns coal mines into a battle zone, keeping India’s thermal power plants supplied becomes a race against weather, water and logistics.
Coal India Limited has risen to that challenge.
Despite prolonged spells of heavy rain across major coal-producing regions during July and August, water accumulation in mines, wet and sticky coal and disruptions to mining and transportation, CIL maintained a steady flow of coal to the power sector.
The scale of the effort is reflected in the numbers. Coal India supplied 322.90 million tonnes of coal during April-August 2026, registering a 6.70% increase over the 302.60 MT supplied during the corresponding period last year.
And as the monsoon begins to loosen its grip, the company is accelerating.
CEA numbers underline the importance of CIL’s supply effort
The latest Central Electricity Authority data shows just how intensely India’s thermal generation fleet has been operating.
As of September 14, 66 thermal power plants were in the critical coal-stock category, while aggregate coal stocks at monitored plants stood at 24.04 MT, equivalent to 41% of normative stocks. The number of critical-stock plants had risen from 59 on September 9.
Rather than indicating a failure of the coal supply chain, the numbers highlight the extraordinary pressure being placed on thermal generation by strong electricity demand and subdued hydropower generation.
Electricity demand rose sharply in September, while lower hydro generation increased dependence on coal-based generation. Thermal power plants consequently had to operate harder, putting greater pressure on their fuel inventories.
It is against precisely this backdrop that Coal India’s ability to maintain and then accelerate supplies assumes significance.
322.90 MT supplied despite monsoon disruption
July and August were particularly challenging for the coal industry.
Heavy rainfall across the East-Central coal belt affected mining conditions, with coal seams becoming wet and sticky and several working areas facing water accumulation.
Yet CIL continued supplying consumers.
According to the Ministry of Coal, the company’s April-August supply of 322.90 MT was 20.30 MT higher than the 302.60 MT recorded in the corresponding period last year.
That means the monsoon did not stop Coal India’s larger supply mission.
The recovery has already begun
With rainfall receding, CIL’s operational momentum has strengthened sharply.
The company’s average daily production increased from around 1.36 MT during September 1-3 to approximately 1.83 MT on September 6—a 35% jump.
More importantly for the power sector, average daily dispatch to power plants rose by 24%, from around 1.37 MT to 1.70 MT during the same period.
The improvement demonstrates how quickly CIL has been able to restore mining and transportation operations as weather conditions improve.
From waterlogged mines to faster dispatches
The monsoon challenge at Coal India’s mines is fundamentally an operational one.
Heavy rainfall makes coal wet and sticky, complicating excavation, handling and movement. Water accumulation in mine areas requires extensive pumping and drainage operations. Internal haul roads can also be affected, slowing the movement of coal from working areas to handling facilities.
As the rains recede, those constraints are easing.
The Ministry of Coal has reported that coal beds affected by prolonged rain are drying, allowing freshly mined coal to become more free-flowing and easier to transfer through Coal Handling Plants. Submerged lower mine horizons are also being restored through enhanced pumping, while repairs to internal haul roads are progressing.
CIL responds as power demand rises
The timing could hardly be more important.
The latest CEA numbers show that thermal power plants are facing elevated utilisation as electricity demand remains strong and hydro generation has been affected by rainfall conditions.
Coal India’s response has been to increase production and accelerate dispatches.
This is visible not only at the mine but across the logistics chain.
Railway rake movement to the power sector also accelerated sharply in early September, with coal loading reaching 444 rakes on September 6, compared with 370 rakes on September 3.
The message from the supply chain is clear: as soon as weather conditions permit, CIL is stepping up the movement of coal.
A critical buffer for India’s power security
Coal remains central to India’s electricity system. The Ministry of Power has noted that coal and lignite-based generation accounted for 69.54% of electricity supplied during April-June 2026, underlining the importance of dependable domestic coal supplies.
In such a system, Coal India’s role extends far beyond mining.
It is the country’s principal domestic fuel supplier to the thermal power sector, and maintaining supplies through a difficult monsoon is critical to keeping generation units operating.
The latest figures show that CIL has not merely maintained supplies—it has delivered more coal year-on-year despite the weather-related challenges.
The real story is resilience
The CEA’s latest stock figures have understandably drawn attention to the pressure on thermal power plants.
But another story is unfolding simultaneously.
Coal India has continued to mine, dispatch and move coal through one of the most difficult operating periods of the year. And with the monsoon receding, production and power-sector dispatches are already moving sharply higher.

The numbers tell the story: 322.90 MT supplied in five months, 6.70% year-on-year growth, and a 24% jump in average daily power-sector dispatch as September progressed.
For Coal India, the monsoon may have been an operational test.
It has also become a demonstration of the company’s ability to absorb weather shocks, recover quickly and keep India’s thermal power fleet supplied when demand is high.
