IndianOil Mauritius Begins USD 25 Million Bunkering Facility Expansion
The proposed bunkering infrastructure will comprise five storage tanks designed in accordance with API 650 standards and conforming to NFPA 30 requirements

IndianOil Mauritius Limited (IOML) has commenced the expansion of its bunkering facility with an investment of approximately USD 25 million, strengthening Mauritius’ position as a potential regional maritime and marine-fuel hub.
The Bhumi Pujan and foundation stone laying ceremony for the expansion project was held in the presence of Union Minister for Petroleum and natural Gas, Hardeep Singh Puri, Indian High Commissioner to Mauritius Anurag Srivastava and IndianOil Chairman Arvinder Singh Sahney.
Strategically located on a major international shipping route, Mauritius has significant potential to emerge as a leading bunkering destination in the Indian Ocean. The country aims to attract around 6,000 vessels annually, compared with the current average of approximately 2,200 vessels.
The expected growth in vessel traffic could create a potential bunker-fuel market of 2–3 million tonnes per annum (MMTPA), providing significant opportunities for marine-fuel suppliers operating in Mauritius.
IOML Targets More Than 400 TKL Bunkering Volume
IndianOil Mauritius is already an active player in the country’s bunkering business, supplying Very Low Sulphur Fuel Oil (VLSFO) and Marine Gas Oil (MGO) to vessels.
With the proposed expansion, IOML aims to increase its bunkering volume to more than 400 TKL by FY 2029-30.
The project is expected to substantially strengthen the company’s storage, handling and distribution capabilities and enable IOML to cater to the anticipated increase in demand for marine fuels.
Five New Storage Tanks Planned
The proposed bunkering infrastructure will comprise five storage tanks designed in accordance with API 650 standards and conforming to NFPA 30 requirements.
The project will also include:
- Pipeline connectivity with the existing IOML Terminal
- Shared utilities with the existing terminal
- Shared operational facilities
- Additional infrastructure to support expanded bunkering operations
The integration of the new facilities with the existing terminal is expected to improve operational efficiency while allowing IOML to scale up its marine-fuel handling capabilities.
Strengthening India-Mauritius Energy Partnership
The investment represents another significant step in strengthening India-Mauritius energy cooperation and expanding IndianOil’s international business footprint.
Mauritius’ location along important international shipping routes gives it a natural advantage in developing a competitive bunkering ecosystem. With increasing vessel traffic and a projected bunker-fuel market of 2–3 MMTPA, the country’s maritime sector presents substantial long-term growth potential.
The IOML expansion will position IndianOil to participate more strongly in this emerging market while supporting Mauritius’ ambition to develop its maritime economy.
The project also highlights IndianOil’s broader international strategy of investing in downstream infrastructure and building reliable energy supply capabilities beyond India.
With an investment of approximately USD 25 million, the IOML bunkering expansion is expected to enhance India’s energy presence in the Indian Ocean region and provide Mauritius with additional infrastructure to serve the growing requirements of international shipping.
