Major Changes In Top Bureaucracy Of Government Of India
The Appointments Committee of the Cabinet has approved 25 appointments in various departments and ministries
The Appointments Committee of the Cabinet has approved the following appointments:
(i) Shri Nagendra Nath Sinha, lAS (JH:87), Secretary, Department of Rural Development, Ministry of Rural Development as Officer on Special Duty, Ministry of Steel w,e.f. 01.12.2022. The officer will take over as Secretary, Ministry of Steel vice Shri Sanjay Kumar Singh, lAS (MP:87) upon his superannuation on 31.12.2022.
(ii) Shri Aramane Giridhar, lAS (AP:88), Secretary, Ministry of Road Transport and Highways as Officer on Special Duty, Department of Defence. The officer will take over as Secretary, Department of Defence vice Shri Ajay Kumar, lAS (KL:85) upon his superannuation on 31.10.2022.
(iii) Shri Vivek Joshi, lAS (HY:89), Registrar General of India and Census Commissioner, Ministry of Home Affairs as Secretary, Department of Financial Services, Ministry of Finance vice Shri Sanjay Malhotra, lAS (RJ:90) upon his appointment as Officer on Special Duty, Department of Revenue.
(iv) Shri Amrit LaI Meena, lAS (BH:89), Special Secretary (Logistics), Department for Promotion of Industry & Internal Trade, Ministry of Commerce & Industry as Officer on Special Duty, Ministry of Coal. The officer will take over as Secretary, Ministry of vice Shri Anil KumarJain, lAS (MP:86) upon his superannuation on 31.10.2022.
(v) Shri Sanjay Maihotra, lAS (RJ:90), Secretary, Department of Financial Services, Ministry of Finance as Officer on Special Duty, Department of Revenue. The officer will take over as Secretary, Department of Revenue vice Shri Tarun Bajaj, lAS (HY:88) upon his superannuation on 30.11.2022.
(vi) Shri Bhupinder Singh Bhalla, lAS (UT:90), presently in the Cadre, as Officer on Special Duty, Ministry of New and Renewable Energy. The officer will take over as Secretary, Ministry of New and Renewable Energy vice Shri Indu Shekhar Chaturvedi, lAS (JH:87) upon his superannuation on 31.10.2022.
(vii) Shri Sanjay Kumar, lAS (BH:90), Secretary, Department of Youth Affairs, Ministry of Youth Affairs and Sports as Officer on Special Duty, Department of School Education & Literacy, Ministry of Education. The officer will take over as Secretary, Department of School Education & Literacy vice Ms. Anita Karwal, lAS (GJ:88) upon her superannuation on 30.11.2022.
(viii) Shri Sanjeev Chopra, lAS (OR:90), presently in the cadre, as Secretary, Department of Food and Public Distribution, Ministry of Consumer Affairs, Food and Public Distribution vice Shri Sudhanshu Pandey, lAS (UT:87) upon his superannuation on 31.10.2022.
(ix) Ms. Meeta R. Lochan, lAS (MH:90), Member Secretary, National Commission for Women, Ministry of Women and Child Development as Secretary, Department of Youth Affairs, Ministry of Youth Affairs and Sports vice Shri Sanjay Kumar, lAS (BH:90) upon his appointment as Officer on Special Duty, Department of School Education & Literacy.
(x) Ms. Alka Upadhyaya, lAS (MP:90), Chairperson, National Highways Authority of India, Ministry of Road Transport & Highways as Secretary, Ministry of Road Transport and Highways vice Shri Aramane Giridhar, lAS (AP:88) upon his appointment as Officer on Special Duty, Department of Defence.
(xi) Shri Manoj Govil, lAS (MP:91), presently in the Cadre, as Secretary, Ministry of Corporate Affairs.
(xii) Shri Shailesh Kumar Singh, lAS (JH:91), Additional Secretary and Development Commissioner, Ministry of Micro, Small and Medium Enterprises as Officer on Special Duty, Department of Rural Development, Ministry of Rural Development. The officer will take over as Secretary, Department of Rural Development, Ministry of Rural Development vice Shri Nagendra Nath Sinha, lAS (JH:87) upon his appointment as Officer on Special Duty, Ministry of Steel w.e.f. 01.12.2022.
(xiii) Shri Sudhansh Pant, lAS (RJ:91), presently in the Cadre, as Officer on Special Duty, Ministry of Ports, Shipping and Waterways w.e.f. 01.12.2022. The officer will take over as Secretary, Ministry of Ports, Shipping and Waterways vice Shri Sanjeev Ranjan, lAS (TR:85) upon his superannuation on 31 .01 .2023.
(xiv) Shri Kamran Rizvi, lAS (UP:91), Additional Secretary, Ministry of Housing & Urban Affairs as Officer on Special Duty, Ministry of Heavy Industries. The officer will take over as Secretary, Ministry of Heavy industries vice Shri Arun Goel, lAS (PB:85) upon his superannuation on 31.12.2022.
(xv) Ms. Rachna Shah, lAS (KL:91), Additional Secretary, Department of Commerce, Ministry of Commerce & Industry as Officer on Special Duty, Ministry of Textiles. The officer will take over as Secretary, Ministry of Textiles vice Shri Upendra Prasad Singh, lAS (OR:85) upon his superannuation on 31.10.2022.
(xvi) Shri Mritunjay Kumar Narayan, lAS (UP:95), Additional Secretary, Department of Home, Ministry of Home Affairs as Registrar General of India and Census Commissioner, Ministry of Home Affairs in the rank and pay of Additional Secretary vice Shri Vivek Joshi, lAS (HY:89) upon his appointment as Secretary, Department of Financial
Services.
The Appointments Committee of the Cabinet has also approved in-situ upgradation of the following officers to the level of Special Secretary in the rank and pay of Secretary to the Government of India as a measure personal to them by temporarily upgrading the posts held by them:
(i) Shri Saurabh Garg, lAS (OR:91), Chief Executive Officer, Unique Identification Authority of India as Chief Executive Officer, Unique Identification Authority of India in the rank and pay of Secretary to the Government of India.
(ii) Shri T K Ramachandran, lAS (TN:91), Chairman, V.0. Chidambaranar Port Trust, Tuticorin, Ministry of Ports, Shipping and Waterways as Chairman, V.0. Chidambaranar Port Trust, Tuticorin, Ministry of Ports, Shipping and Waterways in the rank and pay of Secretary to the Government of India.
(iii) Shri G Asok Kumar, lAS (TG:91), Director General, National Mission for Clean Ganga, Department of Water Resources, River Development & Ganga Rejuvenation, Ministry of Jal Shakti as Director General, National Mission for Clean Ganga, Department of Water Resources, River Development & Ganga Rejuvenation, Ministry of Jal Shakti in the rank and pay of Secretary to the Government of india.
(iv) Shri S. Gopalakrishnan, lAS (TN:91), Additional Secretary, Department of Health & Family Welfare as Special Secretary, Department of Health & Family Welfare.

The Appointments Committee of the Cabinet has also approved to place the services of Shri Amit Yadav, lAS (UT:91), Additional Secretary, Department of Commerce, Ministry of Commerce & Industry at the disposal of the cadre controlling authority i.e. Ministry of Home Affairs.
