Petronet LNG Limited & IOCL Sign MoU to Develop 25 CBG Plants Across India, Boosting Green Energy Transition
PLL and IOCL join hands to establish 25 Compressed Bio-Gas plants nationwide, strengthening India’s clean energy ecosystem and advancing net-zero ambitions

Petronet LNG Limited (PLL) has signed a Memorandum of Understanding (MoU) with Indian Oil Corporation Limited (IOCL) to strategically collaborate on the development of 25 Compressed Bio-Gas (CBG) plants across India, marking a significant step towards accelerating the country’s transition to sustainable energy.
The MoU was signed in the presence of Hardeep Singh Puri, Union Minister for Petroleum and Natural Gas, Akshay Kumar Singh, Managing Director & CEO, Petronet LNG Limited, and Arvinder Singh Sahney, Chairman, Indian Oil Corporation Limited.
Under the agreement, IOCL will provide comprehensive Engineering, Procurement, and Construction Management (EPCM) services, while PLL will spearhead project execution by securing land, obtaining statutory clearances, and managing feedstock sourcing as well as offtake arrangements.
The partnership combines IndianOil’s deep technical expertise with Petronet LNG’s infrastructure leadership, creating a robust and scalable model for the CBG sector. The initiative is expected to strengthen India’s bio-energy value chain, promote circular economy practices through waste-to-energy solutions, and support national priorities such as energy security, carbon reduction, and rural economic development.
By jointly developing CBG infrastructure, PLL and IOCL aim to contribute meaningfully to India’s green energy roadmap and net-zero goals, while also supporting the Government of India’s Sustainable Alternative Towards Affordable Transportation (SATAT) initiative.
The collaboration reflects growing momentum among public sector energy majors to diversify into renewable and low-carbon fuels, reinforcing India’s commitment to building a resilient, future-ready energy ecosystem.
