Big Governance Concern At IndianOil: Officers Write To PM Modi Over Vacant Director Posts, Seek Immediate Action

IndianOil Officers’ Association has sought immediate appointment of full-time Director (Pipelines) and Director (R&D)

A major governance concern has surfaced inside Indian Oil Corporation Limited with the IndianOil Officers’ Association (IOOA) writing directly to Prime Minister Narendra Modi and seeking his urgent intervention for appointment of full-time functional directors on the company’s Board.

In a detailed representation sent on April 29, the officers’ body warned that prolonged vacancies in the crucial posts of Director (Pipelines) and Director (Research & Development) could weaken safety oversight, innovation leadership and strategic decision-making in India’s largest oil PSU.

According to the association, the post of Director (Pipelines) has been lying vacant since July 1, 2025, while the post of Director (R&D) became vacant on March 31, 2026.

The officers have also urged the Prime Minister to review any proposal for abolition or restructuring of key functional director posts, saying IndianOil’s future growth depends heavily on a technically empowered and functionally balanced Board.

This is the second such representation by the IOOA. Earlier, on January 21, the association had written to Petroleum Minister Hardeep Singh Puri raising concern over reports of possible dilution of Director-level positions including Pipelines, R&D and Planning & Business Development.

Pipelines Leadership Vacuum Raises Safety Questions

Making a strong case for immediate appointment of Director (Pipelines), the association said IndianOil currently operates over 20,000 km of crude oil, petroleum product, LPG and gas pipelines spread across 21 states and union territories, making it one of the country’s most critical energy transport systems.

It pointed out that a large portion of this network passes through densely populated and environmentally sensitive regions, while several stretches are ageing and require continuous board-level monitoring for integrity management, emergency preparedness and regulatory compliance.

The association cautioned that prolonged additional-charge arrangements in such a strategic vertical dilute accountability and leadership visibility.

Director (R&D) Post Crucial For Innovation Push

The officers also defended the need for a dedicated Director (R&D), stating that IndianOil is the only oil PSU with board-level representation for research and innovation.

IndianOil’s R&D wing has filed 1,866 patents, built one of India’s strongest petroleum-sector technology portfolios and contributed in critical areas such as advanced fuels, refinery technologies, catalysts, hydrogen, biofuels, carbon capture and nanomaterials.

The association said dilution of leadership in this domain would be a setback at a time when India is pushing green hydrogen, clean energy transition and Atmanirbhar Bharat-driven industrial innovation.

PM Asked To Protect Governance Structure

In its letter, the IOOA has sought:

  • immediate appointment of full-time Director (Pipelines) and Director (R&D),
  • review of any move to abolish or restructure these functional director posts, and
  • strengthening of IndianOil’s governance architecture in national interest.

The representation comes at a time when IndianOil is undertaking massive investments in refinery expansion, petrochemicals, gas infrastructure, cross-border pipelines and future energy technologies, making board-level continuity a matter of strategic significance.
