BCCL CMD Manoj Kumar Agrawal Participates in Parliamentary Standing Committee Study Visit in Srinagar

CMD BCCL, Manoj Kumar Agrawal, participated in the study visit of the Department-related Parliamentary Standing Committee on Industry held in Srinagar today.
During the visit, he interacted with the Chairman of the Committee and Rajya Sabha MP Tiruchi Siva, along with other distinguished Members of Parliament, senior officials of the Ministry, and representatives from various organizations. The discussions focused on key issues concerning the industrial sector.
The study visit featured meaningful deliberations on industrial development, the energy sector, the role of public sector undertakings, and regional industrial potential. Representatives from participating organizations shared their experiences and suggestions, fostering constructive dialogue aimed at strengthening policy perspectives and promoting holistic industrial growth.

On this occasion, BCCL made a detailed presentation on the implementation status of the Public Procurement Policy, 2012, mandating 25% procurement from Micro and Small Enterprises (MSEs). The presentation highlighted the company’s achievements, challenges, and policy initiatives.
It was noted that BCCL contributes approximately 58.5% of the country’s indigenous coking coal production through its 31 operational mines in the Jharia and Raniganj coalfields, playing a vital role in meeting the requirements of the steel and energy sectors.
The company has significantly exceeded the national MSE procurement target of 25% over the past three financial years, achieving 67.96% in FY 2023–24, 61.34% in FY 2024–25, and 73.49% in FY 2025–26. BCCL also highlighted key initiatives to promote MSE participation, including 100% procurement through the GeM portal, organization of 24 Vendor Development Programs for SC/ST and women entrepreneurs, and provision of exemptions in EMD and relaxation in prior experience criteria.
During his address, Manoj Kumar Agrawal emphasized the critical role of the coal and energy sectors in ensuring the nation’s energy security, sustainable development, and industrial progress. He reaffirmed BCCL’s commitment to nation-building and meeting energy demands through the adoption of modern technology, enhanced efficiency, and environmental balance.
He further underscored BCCL’s dedication to strengthening the vision of Atmanirbhar Bharat while actively supporting the growth, protection, and promotion of Micro and Small Enterprises.
The Parliamentary Committee’s study visit served as an important initiative to understand ground-level realities, regional challenges, and development opportunities across sectors. Through extensive stakeholder interactions, the Committee gained comprehensive insights into various dimensions of the industrial landscape.
This visit is expected to contribute significantly to improved coordination, informed policymaking, and regional industrial development.
