BCCL Organises Vendors Meet to Strengthen Transparency and Coordination in Contract Management

Special emphasis was placed on the role of the GeM Portal (Government e-Marketplace), where tender documents, technical evaluation results, and price bids are made available

Bharat Coking Coal Limited (BCCL) organised a Vendors Meet at its Coal Bhawan Headquarters, led by the Contract Management Cell (CMC) Department. The initiative aimed to strengthen coordination between BCCL and its vendors/contractors, address operational challenges, and disseminate updates on contract management policies and guidelines.

The programme was attended by Head of Department (CMC) Mr. Vikram Kumar, Independent External Monitors (IEMs) Mr. Arvind Kumar Kadyan and Mr. Amrit Lugun, along with officials and employees of the CMC Department. Around 60 vendors, contractors, and their representatives from Dhanbad and nearby regions participated in the event.

During the session, the CMC Department delivered a detailed presentation outlining BCCL’s procurement system and the mechanisms in place to ensure transparency. It was highlighted that BCCL’s tenders are open to bidders across the country, and pre-bid clarifications along with responses are made accessible to all participants uniformly.

Special emphasis was placed on the role of the GeM Portal (Government e-Marketplace), where tender documents, technical evaluation results, and price bids are made available. Participants were also briefed on RTI provisions and the availability of contract management manuals on the websites of BCCL and Coal India Limited.

The meet also covered new features of the GeM portal, including IP address monitoring, auto extension of bids, automatic verification of MSE status, and timelines related to bid representation and clarification. Key provisions related to Joint Ventures (JV)/Consortiums were also explained in detail.

In addition, recent amendments in tender documents were discussed, covering aspects such as working capital requirements, dispute resolution mechanisms, Additional Performance Security (APS), work experience criteria, Group Personal Accident Insurance, Performance Linked Incentives (PLI), and interim measures related to diesel price escalation.

The CMC Department also sensitised participants about common errors observed in the tendering process. Vendors actively engaged during the session by raising queries and sharing suggestions, and received guidance from officials on various issues.

The event concluded with a quiz competition, where winners and participating company representatives were felicitated, followed by a formal vote of thanks.
