FOPO Elects New Office Bearers, Urges Early Constitution of 4th Pay Revision Committee for Oil PSU Executives
New leadership pledges united efforts for executives' welfare, service conditions and timely pay revision across Oil Sector CPSUs

The Federation of Oil PSU Officers (FOPO), the apex body representing executives of Oil Sector Central Public Sector Undertakings (CPSUs), has elected its new office bearers and unanimously resolved to seek the early constitution of the 4th Pay Revision Committee (4th PRC) for executives in the oil and gas public sector.
The meeting, convened by outgoing FOPO Convener Mukul Kumar, witnessed participation from representatives of ONGC, Oil India Limited (OIL), Indian Oil Corporation Limited (IOCL), Bharat Petroleum Corporation Limited (BPCL), Hindustan Petroleum Corporation Limited (HPCL), Mangalore Refinery and Petrochemicals Limited (MRPL), Chennai Petroleum Corporation Limited (CPCL) and Numaligarh Refinery Limited (NRL). Discussions focused on strengthening coordination among constituent associations and addressing issues related to executives’ welfare, service conditions and the upcoming pay revision.
During the meeting, Sunil Atolia (HPCL) was unanimously elected as the Convener of FOPO, while Santosh Kumar Chatla (OIL) was elected General Secretary. Dr. Rajiv Kumar (ONGC) and Subhal Kumar (IOCL) were elected as Co-Conveners.
In recognition of his contribution to strengthening the federation, the members unanimously appointed Mukul Kumar as the Patron of FOPO. The newly elected leadership appreciated his role in fostering unity among officers’ associations across Oil Sector CPSUs and expressed confidence in benefiting from his continued guidance.
Reaffirming its commitment to protecting the interests of executives, the new leadership said it would work collectively for the welfare, professional growth and career progression of officers while pursuing common concerns through constructive engagement with stakeholders.
A major agenda of the meeting was the forthcoming pay revision for executives of Oil Sector CPSUs. After detailed deliberations, FOPO resolved to submit a common representation to the Prime Minister’s Office (PMO) seeking the early constitution of the 4th Pay Revision Committee. The federation stated that timely formation of the committee is essential to ensure a smooth, transparent and time-bound pay revision process.
FOPO also reiterated its commitment to engaging constructively with the Government of India and other stakeholders to ensure that the legitimate aspirations of Oil PSU executives are addressed while contributing to the continued growth and strategic importance of India’s energy sector.
