SAIL Welcomes MMDR Amendment Act 2026, Says Reform Will Boost Iron Ore Availability

The company said greater predictability in the fiscal regime would support the efficient utilisation and development of its mineral resources and provide a boost to iron ore mining

Close on the heels of Coal India Limited, Steel Authority of India Limited (SAIL) has welcomed the Mines and Minerals (Development and Regulation) Amendment Act, 2026, notified by the Central Government on August 17, describing it as a significant reform that will bring greater predictability to the mineral sector and strengthen India’s long-term mineral security.

In a statement issued on August 20, SAIL said the amendment provides greater clarity and uniformity in mineral taxation and levies, while also addressing pending retrospective levies. According to the company, these measures will provide greater certainty and confidence to the mining industry.

For SAIL, which operates substantial captive iron ore and coal mines, the reform is expected to improve the viability of mining operations, encourage investment and mine development, and strengthen long-term raw-material security.

SAIL expects boost to captive mining

The company said greater predictability in the fiscal regime would support the efficient utilisation and development of its mineral resources and provide a boost to iron ore mining.

A key outcome for SAIL could be increased availability of iron ore in the domestic market. With improved viability and development of its captive mines, SAIL will be able to make additional iron ore available for sale in the market, subject to the applicable regulatory framework.

This, the company said, would strengthen domestic supply chains and support the availability of indigenous iron ore for India’s steel industry.

Reform to strengthen mineral and energy security

SAIL said the reform is expected to encourage higher investment and production while reducing India’s dependence on imports. It is also expected to contribute to strengthening the country’s mineral and energy security and improving the competitiveness of mineral-based industries.

The development assumes significance for India’s steel sector, where reliable access to domestic iron ore is critical for ensuring raw-material security and supporting capacity expansion.

SAIL reiterated its commitment to the responsible and sustainable development of its mineral resources, strengthening captive raw-material security and making greater quantities of iron ore available to the domestic market.

The company said its approach is aligned with the government’s vision of building an Atmanirbhar and Viksit Bharat.
